I look up other properties at the Sunrise Manor Neighborhood and most of them have a 1/4 + acre lots and have no Association fees but that doesn't mean that they have no CC&R's because some neighborhoods or communities have CC&R's but no HOA. If you bought your property recently or is planning to buy one, you definitely will find out if there is/are restrictions stated on the CC&R's if it has CC&R's . One of the properties I saw definitely says "RV/Boat Parking" and does therefore allows you to park a motor home. Another idea would be to find a place and have a short term (6 month) rental during the summertime, and then have it available for your personal use during the "winter" months.
By the way, my wife is from just N of Syracuse; we were just there visiting a week ago. (I'm from PA) We're both in our 30's (no kids, just dogs) and we also currently own a vacation rental condo that we rent out part of the year. Police departments, websites of the town you intend to move to, and driving through the neighborhoods you intend to consider, are your best way to get your questions answered.... these days you can find pretty much all information via the internet... As Realtors we cannot suggest or promote areas, as it is against the law.....
But if and when you start working with an area Realtor, that Realtor would be able to guide you to the various websites that will answer all your questions and concerns.

I would try in or near zip code 89120. This is a great neighborhood for that price ragne. 89120 borders henderson, specifically look south of Tropicana, between Sandhill and Eastern. The elementary school here is one of the best, and the highschool has a high graduation rate. This area offers neighborhoods with tri level homes or neighborhoods where the homes are spread out from each other. I recently searched for a home here for another client, so I am very familiar with the area and pricing.

As for crime, I personally rely on the clark county metro wesite figures. They have a great map so you can see every crime in the last 7 days, 30 days or 60 days. Pay close attention to what those crimes are, you will have the option to search for violent crimes, theft or domestic arguments, or all crime in an area
