What credit score is needed is going to vary from apartment to apartment, but yes they will be taking your credit score as well as your salary into account. Basically a Landlord can choose who they want to rent to based on literally any number of factors as long as discrimination doesn't come into play: https://www.legalnature.com/article-center/residential-rental-application%2Fthe-rental-application-things-to-know

La Jolla is a pricey area though so I would expect that they're going to want to see strong credit and proof that you can afford the place considering I'm sure the real estate is in high demand.

It's not a specific area; it's more like a specific time of year. Kelp dies off when water temperatures go above a certain point. Any coastal home is going to experience this as kelp can travel dozens of miles once it breaks loose. Depending on ocean currents the most common area is to the Southeast of the "Horseshoe" kelp bed visible from Scripps Pier.

There are currently 281 homes available for rent in the Bird Rock area. Everything ranging from a $60,000 a month beach front oasis to a little 1 bedroom condo that is technically still in the area for $1325 a month and everything in between. Click the link in the web reference for the list of homes currently for rent in the Bird Rock area.
