although there is nothing in KNOxville like MIssion district, etc..there are some hip/artsy neighborhoods. Knoxville is dynamic and growing...lots of art and music. Happy Hollar out Central Ave, and the area between Central and Broadway are interesting and pretty funky and cheap. 4th and Gill and Downtown have great access to art and music but expensive...not alot of student's living there. Parts of south knoxville (37920) are possibilities....island home itself is expensive but there are little neighborhoods near there...If you want to walk or bike UT I would suggest looking in these areas...and parts of North Knoxville...especially Old NOrth Knoxville. Its a fascinating city and a very complex mix of neighborhoods. ... more

Before a realtor can answer your question we need to know the subdivision or condo complex you are looking at. Most Home Owners Associations are run by the neighbors living in the subdivision. the UT parking permits allow tailgating as well several businesses in and around cumberland avenue. however, the private lots are subject to knoxville police department enforcements..this enforcement is sometimes enforced or looked away. i doubt any websites are available due to public drinking is against the law and a website would be an invitation. ... more

Whether you are a condo or a pud you will still be subject to an hoa if it is started and certified. the best process would be examine the recorded deed to the master plan which will have the hoa guidelines and restrictions and go from there. marty ... more

The cost of building, especially a luxury home, can vary dramatically. The earlier answer saying to contact the Home Builders Association is a great start. I used to be a builder and I know a lot of the builders in the Knoxville area and I would be glad to talk to you and help you find a builder that would do you a good job.
