There are no barriers and New York City has plenty of foreign buyers or investors. Being a life long New York City area resident and former realtor, you need to know the following:

Real estate is VERY expensive in New York City and as a foreigner, you will need to buy a condo or a town house. You can also buy a single or multi family house outside of Manhattan. The only restriction is foreigners cannot buy a coop unit. Coop units are for U.S. legal residents only.

As a foreigner, you will be required to have a large down payment - at least 30%. Also if you ever sell, you will be subject to the FIRPTA tax which is a tax on foreigners who sell real estate in the U.S.

If you are looking to buy a condo or coop, you need to call some realtors who can assist you. I'm a recently retired realtor and life long NYC area resident. Your budget will determine what you can buy. Coops are much less expensive than condos because of the structure of ownership. That said, if you are buying a coop as your primary residence, you will need to be approved by the coop Board. Coop Boards approve buyers based on their finances. What they look for is if you can afford to pay the monthly maintenance fee on time every month + your other monthly bills (mortgage, credit cards, student loans - if any, whether the rental income in PA is more than your monthly mortgage on the rental + property taxes, insurance, maintenance, etc.). Then coop Boards add in transportation costs, utilities and they verify to see if you have enough income left to pay for food, etc.

As for credit scores, most coops want 620 or higher. Credit scores are not as important as whether there is income left at the end of the month. One thing that will be critical for you - coop Boards will question what happens if you don't have tenants in your rental in PA? You are still responsible for paying the mortgage, taxes and insurance. If you don't have rental income for 1 month or longer, can you afford the rental in PA + the coop in Manhattan?

Condos are easier to buy - no Board approval BUT they cost 2x as much as coops. If it helps you any, you need to research the nearby suburbs. Coops and condos are much cheaper in the suburbs than Manhattan.

Finally, if your intention is to rent out in Manhattan, you need to buy a condo. Coop Boards don't allow rentals or if they do, it's rare.
