You can ask any lender or Mortgage broker and they will tell you every available program. A few are FHA, Fannie Mae Homepath, You can go to the Homepath site on your own and see many great deals.
Do a search of Homepath and it comes right up. I have some many over the years and had happy homeowners.

My husband and I moved to central WI (town of 15,000), to be closer to his aging parents. We are shocked at how high our property taxes are compared to the home we owned in Bloomington, MN, (town of 80,000). Our previous home is a 5 bedroom, 2.5 bath on a large city lot. This home is a 2 bedroom, 1.75 bathroom, on a large city lot. Our taxes here are exactly the same.......

Also, several other things are more expensive: gas (often by 20-30 cents/gallon), license plate renewal (by $30-$40); clothing is not taxed in MN.

Rent to owns are rare and even more rarely are they worth pursuing for the renter/buyer. They sound good but in reality you are either a tenant with no more rights or responsibilities or an owner. You don't own until you obtain a mortgage and this generally has to happen within a specific time period or you lose your deposit and the over market rent you've paid.
For the vast majority of people resolving what issues keep you from buying now while just renting the least expensive place you can find is a better option. Most people looking for a rent to own have credit problems. Fix them, live on a tight budget, pay everyone on time, pay down your balances, save up as much money as you can and meet with a lender before you pay off any old collections or consider closing any old accounts.

Best advise is to get a job lined up before you leave MS. Most mortgages require 30 days YTD income on a paystub from the new job before you can close on the new mortgage. Please contact me if you would like to discuss your situation further.

I work with a lot of people who have less than perfect credit, seems like you can get approved now. I tell all my clients that need a pre approval to visit The Lenders Network, I have seen loan approvals from them even with scores under a 600. So if anyone can get you a loan they can.
