Rent to owns are rare and even more rarely are they a good deal for the renter/buyer. The vast majority of rent to own renter/buyer's never end up buying the house. They are a great deal for the landlord/Seller as they get to collect large up front deposits and over market rent only to do it all over again in the same house. I consider it basically immoral and predatory in most cases.

Resolving credit issues isn't rocket science and a local mortgage lender can and often do assist buyers with this. Many things you can do yourself, others the lender can direct or assist you with.

Most people in this position are far better off renting the least expensive place they can stand to live in and save up some down payment, get on a budget and fix their credit. Once you are qualified, you can select any listed property in your price range and you've fixed the issues that hurt your credit.

Within the last 4 years, the property changed ownership.
Jefferson Township or Jefferson Village (Yes, there is one of each.) will have some information.

Assessments are a snapshot in time.
The market continues to change, sometimes daily.
So while market values change frequently, the assessment only changes when something has happened to the property that the assessor comes and looks at it. For Instance, you remodel or add on to your house. Maybe build a garage or pole building. Or perhaps buildings have been removed or destroyed. Another reason might be that the municipality orders a reassessment of all the property in its borders.
Assessments are only helpful to a very limited degree because they are a snapshot in time. they have some value only if you are familiar with the property or understand the market the property is located in.

I don't know how to politely say this, but: It's very important to READ and UNDERSTAND anything you sign. I see a lot of questions here on Trulia. In some cases, the people admit they didn't read the documents. Or they didn't understand them. Or--as in your case--there isn't a mention of whether there were documents.

Sorry, but if someone signs an agreement promising to do something, then they've got to do it.

Again, I don't know if that's your situation. Now, if you didn't sign anything with the Realtor, then no, you don't owe him anything.

So: Read anything you may have signed and proceed accordingly. And if you didn't sign anything, speak to the agent's broker.

The laws are very clear in this regard, your offer must be accepted by April 30th and closed by June 30th of this year. There are no exceptions announced or in the works as of right now. Hopefully you have an agent that is willing to call the bank EVERY DAY to make sure the ball is rolling. No news is not necessarily good news when it comes to Short Sales and someone must be constantly vigilant if you want it to happen in an efficient manor.
