Can the management co. let the appraiser enter into the property to appraise the property without the presence of the tenant?

My friend's tenant did not answer the phone and he needs the appraisal to be done in order to refinance.

It would really all depend on the agreement between the seller and the property management company.

Yes, I manage 250 properties and sell about 50 a year to investors. We do it all the time.
