You have been given good advice. You should also take into consideration that many homes have sump pump in the basements and it is a good idea to have a battery back up pump as well whether it is in flood plain or not.

A lot of homeowners everywhere can experience some amount of moisture in the basement. This can depend on where the home is located (I'm talking about being in a low area), how the basement is constructed and what type of mitigation is there to redirect the water away from the home.

And just as an added note, just because a home is in a flood zone does not mean it gets water in the basement every time it rains. And just because a home NOT in a flood zone doesn't mean it will never get water in the basement.
