Have soil tested before spending money on it to find out why it is dead.

That's going to be hard for any of us here to guess at not knowing anything else. It likely will need plugging to aerate, might need lime to sweeten the soil, and will surely need new seed and fertilizer. It could be as little as $100-200 or $700+ depending on the work needed and the size.
