In the Pine85544 Summary it says home prices have fallen 13.7% from last year prices. Does that mean that my home is valued 13.7% lower from 2009?

I'm not familiar with the summary you indicated, but it is likely an average drop in prices for the area. Some homes may have dropped less, and some more. You would have to have a market analysis or appraisal to determine your specific current market value and how it might compare to your value in 2009.
