Yes you can. If there are material or latent defects not disclosed at the time of sale, and the property was not sold "As Is" you may have a case of recission. You will need an attorney. It will cost you a few thousand unless it goes to court and if it does you can ask for attornies fees. The listing agent, depending on the laws in your state, can also be held liable even if they were not aware of the defects as they had an obligation to find out. The Ka Malania condos have certainly improved the esthetics of that part of Kailua town, but as an investment, I would not recommend buying a condo there. I've heard and seen in listings a lot of people having trouble re-selling or renting due to the high cost of mortgage and the very high condo fee. There's no pool so the condo fee does not offer much compared to other area condos.
One effect these new units may have is to raise the value of other nearby units as people price-compare cost per square ft and realize they get much more just by going with an older unit.
If someone were interested in buying a condo or any real estate in Kailua, I recommend seeking out For Sale by Owners and serving as your own representative so the seller has more wiggle room to lower the price. To ensure adequate counsel, you should hire a real estate attorney which usually costs $1-2,000.

Honestly, $2500 will not get you a full house in Kailua. 3 BR homes with 2 baths are more in the $3200+ range and that probably doesn't include utilities which is rather expensive unless the property has solar panels. Perhaps you can expand your search to Kaneohe or further as rents are more affordable there, but the commute won't be too bad to LJA. Not sure of school options for your daughters in Kaneohe, though.
