It is customary in the Pittsburgh area that the buyer and the seller split the transfer tax 50/50. There is a state of PA tax AND a local transfer tax. The state tax is 1% of the sales price. The boro or twp that the property is located in is subject to a transfer tax as well. Again, it is customary that this tax is split 50/50 between the buyer and the seller.

Is this tax required to be split?. . no. But it is the norm.

On many bank owned properties or other corporate sales, it is common to see wording on the listing that the buyer must pay all transfer taxes, meaning both sides.
