My house was appraised 5 mths ago as we refinanced. We listed it 500.00 under appraisal price. We received an offer for 13,000 less than list price.

When your agent listed your home, the agent probably not only considered that appraisal in coming up with a listing price, but also checked what similar homes have sold for recently and what competition you have. When you receive an offer, it's best to sit down with your agent and review the offer closely, not just for price but for terms. Then you have to consider whether you want to make a counter offer. Your agent is there to explain your options so that you will understand clearly what your choices are.
