If the purchase contract states that the seller is paying for the hazard report and a buyer's home warranty, who is responsible for ordering them?

If the contract states the above, it is still up to the buyer to secure a provider of their own choosing for the services and present the seller/seller's attorney with the bill at closing. Normally, the checks are cut to the title company or the buyers attorney, who then pays the bill at closing.

As long as the purchaser is paying it really doesn't matter, but it would make the most sense for the seller to order it so that they can arrange for payment.
