FHA case number is supposed to be closed but can't request appraisal because mortgage lender is showing the FHA case number as active

We were thinking of refinancing but decided to sell our home instead. The bank never closed the FHA case number they opened when we inquired about the refi even when we asked them to. We are now in escrow selling our home. Now the buyers on our house cannot request an appraisal because their mortgage lender says the FHA case number is still open. The bank says they closed the case number and when we called HUD they showed it as inactive. Is there anything we can do so that we don't lose the sale on our house?

The buyers lender should be able to request a transfer or they can go with who you were going to refi through.
Get upper management involved. Keep bugging them to you find the right one in charge to fix the situation. Send a written request and threaten to sue.
