Under The Fair Housing Act, a Realtor cannot provide you with the answer to the question you asked - we could loose our license for doing so.

My advice to clients is to spend time in the areas that you are considering - as well as ask on public sites that have non professionals to provide you with answers.

As pointed out, the Philadelphia Police department is an excellent resource - they actually have an wonderful interactive map of activity that can really help you make educated decisions.

I would check with friends, family and co-workers.. As a realtor we are not allowed to say. You can also check in with each different police district.

You would have to check the police records for each district and decide for yourself. A realtor legally can not give you that answer.
