IF a building in Los Angeles (or anywhere) is "abandoned" it usually means it's about to be torn down by the current or new owners. Once it is vacant, you will see a fence and then the demo crew. If you are looking to purchase an apartment building (called multi-family property) I recommend you work with a Commercial Broker who has the training to handle this type of purchase.
