when you buy a bank owned condo, who is responsible for providing mailbox key, garage door open - HOA, prior owner or does it need to be provided?

When you buy a train wreck you buy the wreck after it has been semi-repaired, if there are pieces missing they are missing.

The HOA would have no involement with the transfer of the property.Normally the buyer would be responsible for any of these items not left at the property.A garage door remote runs about 30.00 and a key for a mailbox in my area runs 25.00 from the post office.
