when is it a good time to lock a rate.?

With the way the stock market is going I would say right away. I don't think it's worth the gamble right now. Rates are good anyway.

The best rates are given on a 12-15 day lock. What does this mean? It means that you have already submitted your file with your lender. Your offer has been accepted and you send the lock form and close quickly. If you are buying an REO or a foreclosure you need to sign of on the contigencies before locking.
