what does it mean when a property in under contract? can I still make an offer on the house/property?

You can make an offer but the seller does not have to accept it or even consider it. If it is accepted it would only be as a back up offer in case the primary offer falls through. Being under contract means the seller and a buyer have come to agreement on things and signed a contract to sell and to buy.
