what areas in the east bay have fallen in price the most? I am looking to by at a discount from a yr or 2

There are several areas of the East Bay that have seen some significant decline in pricing. You will find that the farther you radiate out from San Francisco, the more pronounced the decline. There are areas of Oakland, San Lorenzo and San Leandro that have seen an increase in the number of bank owned properties and with declining prices.

In addition you will find that when you go through the tunnel that parts of Walnut Creek, Concord, Pleasant Hill and Pittsburg also have declining prices.

Obviously some of these communities are closer to BART than others. It will depend if you are looking for the properties to be walking distance or a short drive to the BART Station.

There are a lot of options available to you and I would suggest you also look at what your other criteria for a home are such as the number of bedrooms, square footage, style of home, etc to help you further define what you are looking for.
