The best thing to do is contact a Realtor in the area. They can provide you with a CMA of the homes and likely negotiate a better deal on the home than you can directly. Often there can be incentives that are not advertised or given to the public because you are a one time purchaser, but offered to realtors who can bring in multiple clients. It probably is even more important if you are negotiating with a builder. You want to negotiate from a position of strength with someone in your corner who has negotiates real estate full time. In Woodbridge $75 is on the low side but if you're able to get it, run with it.

If it's David Weekley... that would be a steal... They average at 88-98

Khov is between 85-95

On a side note, you may want to look at what inventory the builders have, you would have a lot more negotiating room there. If you build from scratch, there is nothing to negotiate.
