Bestplace: by nonarrantable I am assuming you mean that there has been work done without permits.
FHA will fund nonwarrantable properties (SFR) on a case by case basis.
As long as the work has been completed in a 'workmanlike fashion', then the space can be approved.
Let me know what specifically is the issue:
We are located in Alameda county.
