You can always present a new offer. It would be important to know the reason your first offer was not accepted because the reason may have a bearing on how the new offer will be viewed. Typically an offer is countered rather than not accepted. When an offer is not accepted it usually means that a major element of the offer, such as price, was not acceptable and the seller did not feel that negotiations would result in an agreement.

You sure can. Once the offer is not accepted it is customary for the seller to present to you a counter offer. This counter offer will show you what was unacceptable with your offer and also give you a sense of where they are at with things. Once they counter your original offer is no longer on the table and you can go back and better your offer and present it verbally or in writing. Hope that helps. Good Luck!!

Yes, you may present a new offer if your first offer is not accepted. The thing to bear in mind, though, is that you essentially are negotiating against yourself in such an instance. Working with a capable and informed real estate professional should put you in a good position to formulate your initial offer based on your sense of a property's true market value bearing in mind relevant comps. If your initial offer is rejected by a seller even though it is a reasonable offer, chalk it up to experience and move on. If, however, your initial offer is rejected because it fails to meet a minimum reasonable threshold be prepared to ascend to the reasonable level to successfully negotiate the purchase. As the other comments indicate, once your offer is refused or it expires you are able to reconstruct your new offer in any manner you desire. That includes price, close date, any contingencies, etc.

Of course. A buyer can have another offer or offers presented with new terms, pricing. Or, the same offer could be presented if original offer expired, or even if it was not accepted. Many sellers sometimes wish they had taken an earlier offer once time has lapsed. I have seen sellers even take lower offers after some time has gone by, wishing they had accepted an earlier offer.

It is your responsablility to your seller to present all offers until an offer is accepted

Sure. Wouldn't exactly be a counter offer (you wouldn't really be countering your own offer); it'd just be a new offer. And it can differ from your original as much, or as little, as you'd like...in price or in terms.

Absolutely! It is usually considered a "counter offer" and can be done in writing or verbally.
