if a shortsale property status has changed to pending, can a higher offer still be offered?

Offers can always be made, no matter the status of a property or contract.

Yes, but like Anna mentioned, it would be a back up offer. Many times short sale deals fall through. I would have your agent make some calls to feel out the seriousness or how solid the signed contract is looking to decide on whether or not it may be a good idea to submit that back up offer. The good thing is, you can add certain details on the back up contract that makes it easy for you to move on if you keep looking and find something else that you submit an offer on or have an offer accepted.

If the property is currently in contract, you can make a back up offer; the offer would only be considered if and when the current falls apart; consult with your agent, he/she can better advise.
