Your question was cut off. Please repost. In general every property in Chicago is supposed to meet fire code. In that the fire inspector had come to view a mandatory alarm upgrade, it appears you were doing some work and of course all work is subject to inspection by the appropriate agencies in Chicago and the suburbs. Not sure what your asking, but I am assuming its about the fire code. You have to be up to do on fire codes.
