Visit the business area that you would like to get referrals and provide them with your business cards, flyers, postcards, etc.
Try to get as many emails address from those business and send small advertising that way too.

Go to high rise buildings and post you ad/business card in areas they allow advertising. You get more bank for your $$$

Same way other companies do:

Direct mail.
Door hangers.
Fliers.
Business cards.
Door knocking.
Referrals.
Magnetic signs that you put on the sides of your car.
Property managers.

Print some flyers and distribute in high density neighborhoods, areas with lots of high rises even areas with strictly single family homes.
