homeowner insurance claim. Is it a conflict of interest for estimator to also be the contractor for the restoration company who is bidding as repair?

May be yes, may be not, all depends on how we think. Let's be positive and allow the contractor do his or her job, but make sure all phases of the job are inspected up to code and take all the necessary pictures. Protect yourself.

You should contact your insurance agent. I am sure that they are well aware of it.

Hi, I don't think it's a conflict of interest if they were appointed by your insurance company.
I believe it's handled the same way your auto claims are handled. You might want to check if you
can get your own estimate. Hope this helps.
