Yes it is possible and in fact I encourage my clients to do so. Because short sales take so long, many times the buyer in first position gets tired of waiting or another non short sale comes available, that buyer leaves the transaction. If your name isn't in the hat, you will never be called.

When you say contingency phase are you really meaning Short Sale Contingent?

If you are meaning ss contingent then the answer is maybe.

Short sale cont' means that the seller has accepted an offer but that the lender has not approved the offer yet.

Since it is a short sale the lenders approval is needed.

If you are interested in putting in an offer on a contingent property your agent will need to call the listing agent to find out if they are accepting offers at this time.
