If you decided to sell, you will have to DISCLOSE all this to the Buyers!
This will make it rather difficult to sell.

Hi Bob,
What does the HOA fee cover?(ie.upkeep of common areas, snow plowing, trash, etc) At the very least, there should be a billing statement. I would suggest that you contact a lawyer concerning this matter.

I wonder how they can have a Home Owner's Association if there are no Board members or budgets in place to determine how the funding is used by the owners? I suggest that you contact an attorney about the matter as it is a legal issue.
