are refrigerators mandatory in rent stabilized apts in brooklyn?

Not necessarily, if when you signed your initial lease when you first moved into the apartment with a vacancy lease, it was rented with no refrigerator. The landlord does not have to replace or repair your refrigerator that you bought.
Most apartments are rented with appliances because it adds onto the capital improvement increase upon a vacancy lease, in this situation then yes the landlord does have to repair and or replace the refrigerator.

Yes, landlord is to provide a working stove and refrigerator.
