Would a house with screw-in fuses on the electrical panel & central heat but no A /C pass an FHA appraiser/inspection?

If it is an issue and it wont pass, since the house is a short sale, I imagine neither the bank nor the seller will pay for any fixing. Does anyone have suggestions/experience in this type of scenario?

Sujad I recently sold a home that had fuse on an FHA loan. If the property has 100 amp service FHA does not care if it has fuses. Heat you need to have to keep things in the home from freezing but FHA does not worry if it gets hot so no AC is fine.
