Whom do you expect to pay to manage this listing service?
if you are looking for a foreclosure, banks usually list their properties for sale with local brokers, i would recommend you search the MLS

Redloc is the subscription service for foreclosures from default to auction to trustees deed (returned to the banK) in all the major US cities They have actual copies of the legal document and this can only be obtained from the records department of the county.

They have a free trial, and as an example, they show over 6000 homes in Las Vegas owned by the banks and only 1600 are listed in the MLS. That how you can deal direct with the bank reo department

All agents in your area can search and find full lists of foreclosures, and create custom searches for you.

You may try realtor.com and in the criteria hit no short sales and REO's yes... Not sure if the average consumer has access to this, but you can contact any local agent to help you.
