Taxes are likely $4,000 but in most foreclosures around the area the city has assessed fees to the taxes as special assessments since the people weren't taking care of the property. Water bills, grass cutting, snow clearing, there was a new alley that they may still owe money for as well.

It also has to do with this property is taxed as mercantile property probably because of it's prior commercial use. The neighboring homes are residential.

Taxes are calculated using the assessed value of the property. 630 E. Locust has one of the highest assessed values on the block ($146,000), therefore the taxes are higher than some of the neighboring properties.
