It means that the property is brand new, never lived in and not necessarily built this year. You may still come across properties built in 2009, 2010, 2011, that are considered NEW CONSTRUCTION just because Builder still holds title and no one has lived in there yet.

New construction may also refer to a home built in 2000-2012 that is up to latest building codes, material specification and energy requirements, vs older homes that are not necessary rundown but may need upgrading. It should mean a home you are buying from the builder, hence NEW CONSTRUCTION as opposed to a resale home.
