The home builders in Scottsdale and the entire Phoenix Metro Area have really made significant strides in improving the energy efficiency of homes vs. home built 10 years ago. Builders are utilizing solar panels, energy efficient HVAC systems, improved insulation techniques and roofing systems to make today's new homes extremely energy efficient. Some homes in our market offer a 60 - 80% reduction in your utility bills vs homes built in the 80's and early 90's. Even though these homes don't offer all the Green features found in California, the advances in energy efficiency is a very compeling reason to look at new home construction in the Phoenix Metro Area. I can certainly show you all the options available but again, it really depends on what area your daughter prefers that will dictate which green options are available.
I believe one of the other agents suggested that you look at resale and then consider adding the Green Systems you desire. You have to also be aware that some HOAs may restrict certain things like water cisterns for irrigation.
There are many great Realtors out there, make sure your daughter picks one that will be honest and give her all of her options. She will be spending a fair amount of money and should have faith and trust in her agent that they are doing their absolute best for her.

Right now there are only a few green homes being built (Custom). You can always request green when buying a new home and many new home subdivision will offer green packages. In Scottsdale Green homes or homes that offer Green packages are priced in the higher end of the market. You can always purchase a re-sale home and add features (solar panels, insulation, etc) to convert it to a green home and this might be much cheaper.
