Same as the county. 1.2% of the selling price per year.

Property taxes in all of Monterey County, including Carmel-by-the-Sea, are approximately 1.1% annually of the sales price of the home. The taxes won't go up until the property transfers again or there can be a tax re-appraisal triggered by a building permit.
