If the VA lender asks for certain property conditions to be met for funding, the buyer can "ASK" the seller to make the repairs.
Your State may have certain safety and health regulations the seller must comply with.
For example here in California water heaters have to be braced and strapped.
Homes must have smoke detectors and carbon monoxide detectors. These items are to be done by the seller. But short of that the only thing a seller HAS TO DO is disclose any material facts they know about the property.
