Thinking of buying a lot off Avalon Blvd / Garcon Pt., however...

I am interested in a lot for sale of Avalon Blvd a mile or 2 north of Garcon Point Bridge. My concern is that there is no development happening on this street. Am I missing something? Is this area part of a wetland that requires special permitting to build? Is flood insurance out of this world? Please advise...Thank you in advance!

The lack of development is probably more of a result of the fact that there are approximately 800+ lots available for sale in Milton at the current time. There are some areas directly North of Garcon Point Bridge that may lie in a designated flood zone, but I need more info on a specific property before I can make that determination.
