The CAM's husband is president of the Assn. Is this legal? conflict of interest? What can I do?

This would seem to be a bit of a conflict of interest but its legality should be based on the HOA By-laws. Additionally, we would assume, the president ot the association arrived as his position through the elcetion process and if so, the electorate saw no conflict.

Issues of legality, should be brought to the attention of an attorney to be certain.....

If it is a HOA, then the president would be voted in by other home owners at the annual meeting. You should review the rules, regulation and bylaws to see if they have abided by them, and if they are conducting themselves within those rules. Your choice if they are not, may be to seek a lawyers advice and make sure your response is done correctly to be able to bring justice.
