Second level review on a FHA loan?

Okay So i apply for a first time home buyer loan, and i was pre approved. I provided all the information requested as state, and I get a message from the lender stating that my loan was declined by the underwriter, however he stated that it will be given to another dept for second level review dept for additional review. What does this mean? Is this bad news, are my chances low still? This was very disappointing and I hope things work out for the best. and do get approved but not sure what this means? :(

This means that they want to make sure they are not turning you down for a simple error that may be affecting your application. I'd be interested to discuss this with you.
