Private sewer lateral ordinance in Oakland CA - what is the official start date? If sold prior, buyer would need to fix only when selling? Advice pls!

I believe it started on January 16, 2012 and the ordinance is not retroactive meaning transactions that closed escrows prior to january 16, 2012 are not included. But if you bought the property before January 16, 2012 and sell it after January 16, 2012, then the new sale will be subject to the ordinance.

The EBMUD sewer lateral program in Oakland went in to effect on 1/16/12. If you purchased prior to that you would only need to comply if 1) you sold the property 2) you asked EBMUD for larger water service or 3) you pull permits for over $100K work on the property. Hope that helps!

Many of us in Oakland have been waiting for the "official" live date. It was supposed to be implemented in January, but now it's pushed to "rolling" in Spring. Here's the word from East Bay MUD:
The private sewer lateral ordinance will be phased in throughout 2011. Currently the EPA is working through program details. Please check this website for the launch date and most up-to-date information about the Regional PSL Program.

In the meantime, have the line inspected as part of your contingencies with a plumber (Cost around $100)-your Realtor can provide you with contacts and take you through the process.
