I specialize in helping first time home buyers... I am currently helping three of them into their first homes in the Baltimore area. Like others have said, "travelling distance" is definitely a relative term, and while Adams/York counties are in that distance, I can tell you that if he is going downtown every day, he's not always going to be a happy camper! I-83 is the main road downtown, and I have many friends and family who battle that traffic each day... My aunt and cousin live in Shrewsbury, PA (literally just over the border) and make that commute downtown daily. Not fun!
That being said, there are houses available there, as well as other places that are not "in" Baltimore but are convenient to Baltimore, and use the other main arteries into the city - I-95 and I-695, for example. Of course, many say that nothing beats living downtown and walking/biking to work. To each his/her own!
