El Paso's market, as Rick has correctly informed you, is a total buyers-friendly one and, even if market value on properties has been steady compared to most markets nation wide, average sigle family homes prices in El Paso are way low compared to those in Virginia.
Both Upper Valley and Mountain areas are excellent for kids, as other El Paso's areas are as well. Less traffic on this two though.

We are definately experiencing a buyers market here, but homes are still holding their value. If you are planning on being in El Paso for a while it is an excellent opportunities to buy. The upper valley has more vegetation and is less "desert like". depending on the area it can be more like living in the country as opposed to being right in town. Every area of town has it's pros and cons and part of that will depend on the ages of your kids. Please let me know if I can be of assistance.
