Quoted by who or do you mean the list price? Everything is negotiable; if you are buying in any type of condo or association environment there would generally be per month or quarterly fees. Are you working with a REALTOR, a good real estate relationship will be sure that you have all of the information before you sign a contract.

Not sure what property you're referring to. You should really contact a local Realtor, who can work for you as a Buyer's Agent. He/she will be able to research HOA fees, what those fees include, etc. They can also research sold comps in the area and see if the asking price is reasonable or not. The listed sales price is not by any means the "final price". Everything is negotiable. Good luck!
