Is it legal for a non-licensed individual to sell buyer and seller leads to a licensed professional?

Think of all the businesses that would close their doors if that were the case.
As others have stated, you can sell all the email addresses you want and label them leads.
Now, what should be done with those gullible enough to buy them?

You can sell anything to anyone that doesn't require licensing and this does not as long as the lead-seller does not get involved in licensed activities. The more curious question i have is why would a licensee buy leads from such a source?

It is not illegal to sell leads to licensed professionals. The confusion comes in because it is illegal to give referral fees from a licensed individual to an unlicensed individual.

Why would they need a license to sell leads to someone? If they're asking for a referral fee then yes, but if it's just selling the lead then no. All sorts of companies sell leads to real estate professionals that are not licensed. Great example is the platform you wrote this question on - Trulia sells leads to agents every day and they do not have a real estate license.
