In the Phoenix area, what is the best place to get an irrigated acre home for the best value?

I prefer Phoenix westbound to about Litchfield Road, within 10 minutes of I-10; but will consider other areas. I am concerned with solid value now, and potential over the next 2-5 years.
I just started looking, and the best advertised prices I've seen are REOs, but I am open minded.

I didn't realize this would be a tough question! 5 months and not one answer. There are about 20 actual subdivisions in the valley with irrigated acres, the west valley mostly.
I can't believe a few agents didn't jump on this one, as these homes are $250-600K.
