If you make an offer on a property, can you withdraw your offer within 3 days without forfeiting the deposit (3% check)?

In almost every instance, yes. Your contract should include several "out" clauses that you can use to cancel and get your deposit back. The most common usually relate to problems found during inspections, though there are usually other ways to get out of the deal without having to do much more than say you want out. As long as you cancel within the period required in the contract, the deposit should be returned to you.
