That depends on the buyer's credit, income, and other factors like the property condition, per cent of owner occupants, etc.

If you meet the requirements for employment and credit history there is a loan program that will meet your needs. Banks are still tight with lending right now but it may be worth a shot. Also you could
check with a local credit union.

Yes, there are plenty of lenders that will loan that amount, but it also depends on many variables (e.g. purchase price, down payment, credit, work etc...) there are also local programs in towns such as Lawrence &Lowell that offer purchase assistance.
