If a listing agent does not get back to me can I submit an offer on a home through another agent?

The listing agent does not represent you!!! Find an agent who will act in your best interest as your buyer agent.

Not only can you but you should. The listing agent represent the Seller and while it's legal in every state for the listing agent to "represent both sides" {referred to as Dual Agency" Buyer and Sellers who permit this throw themselves under the bus for the benefit of the agent who is the only person in this situation with excellent representation. Buyers should work with Buyer Brokers. I've attached a link below with more information.

If they didn't get back to you immediately why would you wait? This person isn't very motivated or organized based on the lack of response- why reward that behavior? Find a great buyer's agent and make your offer!!

You should really be working with an agent who would be representing your interest. Why go it alone when you could benefit from the expertise of your own agents ? The listing agent represent the seller and if this is a multiple offer situation you need some to negotiate on your behalf.

You should always have a buyers agent represent you when making an offer. The listing agent represents the seller and their best interest, always. There are some that will make it seem like they have your best interest in mind but that is so they can put a deal together...

Provided you don't have a signed agreement with the agent, absolutely! The listing agent represents the seller and it would be to your best interest to find your own agent to submit the offer for you.

That response suggests they WANT you to have your own representation, which means you should make offer through YOUR agent.

There are many, many, beneficial reasons for this.
One of which is to protect you.
